To develop, implement & administer the operation of service programs for the betterment of the general community, including social, education, employment training, cultural, housing, transportation, senior citizens and to provide these services to any and all who are needy, without discrimination as to race, creed, national origin or other defining characteristics, to work closely with the city, state and federal goverments and other funding sources to sponsor programs for the betterment of the community.
